1. Whether to set up automatic control system for production equipment involving key supervision of hazardous chemical processes. Whether the hazardous chemicals tank area involving toxic gases, liquefied gases, highly toxic liquids of the first and second major hazard sources is equipped with an independent safety instrument system and put into use, whether the emergency stop (emergency cut off) function is set.
2. Identify and evaluate possible leakage risks, identify possible leakage sites, and implement specific preventive measures. Whether the hazardous chemical tank area that constitutes a major hazard can realize the functions of remote uninterrupted collection and detection of temperature, pressure, liquid level and other information, and over-limit alarm. Whether combustible and toxic gas leakage sites are equipped with detection and alarm devices in accordance with national standards.
3. Whether the process management system and operating procedures are sound and effectively implemented; Whether the production equipment and storage facilities have over-temperature, over-pressure and over-liquid level operation; Whether the process or safety instrument alarms are handled in time, and there are disposal records; Whether to carry out risk assessment and implement change management procedures for major process and equipment changes.
4. Combined with the characteristics of safe production in winter, whether to carry out anti-freezing and anti-coagulation inspection on important equipment, condensate drainage facilities and thermal insulation tracing pipelines; Whether the steam trap working condition is normal; Whether the heat preservation and heating facilities of the breathing valve on top of the freezable material tank are normal and effective.
5. Whether to prepare special emergency plans for hazardous chemical leakage, fire, explosion, etc., and whether to carry out regular drills.
6. Identify safety risks, confirm safety conditions and implement control measures before special operations, inspection and maintenance operations, etc.; Whether special operations such as hot fire and access to restricted Spaces fulfill the licensing approval procedures, and whether the operation site is monitored by special personnel.
7. In case of serious leakage of inflammable and explosive, toxic and harmful, and combustive materials, abnormal state of pressure equipment for a long time, long-term failure of safety facilities or automatic control system, and abnormal working condition of process operation for a long time, whether immediate production stop or stop the use of equipment and facilities are taken, whether there is “ With illness ” Operation status.
